How to Choose an InvoiceNow Access Point in Singapore Before the GST Mandate Reaches You
If you run a GST-registered SME in Singapore and have not yet picked an InvoiceNow access point, the practical answer is this: choose an IMDA-accredited access point that is also registered with IRAS to transmit invoice data, confirm it has a working connector for the accounting system you already run, and get it live and tested well before the mandate reaches your segment — not in the month it does. The selection itself takes an afternoon. The work that follows it — cleaning your customer master data, publishing your UEN-based Peppol ID, and getting your top suppliers to send structured invoices instead of PDFs — takes about three months. That second part is what owners consistently underestimate, and it is the part that cannot be bought on a credit card.
What is an InvoiceNow access point, and why does the choice matter?
InvoiceNow is Singapore's national e-invoicing network, overseen by IMDA and built on the international Peppol framework. You do not connect to it directly. You connect through an access point — a Peppol service provider that sits between your accounting system and the network, converting your invoice into the standard structured format and delivering it to the recipient's access point. Think of it as your postal operator on a shared network: you choose yours, your customer chooses theirs, and the two interoperate by design.
The choice matters for one reason that is easy to miss. Being Peppol-capable and being able to transmit invoice data to IRAS are two different things. The GST InvoiceNow requirement obliges affected businesses to send invoice data to IRAS via an InvoiceNow-ready solution. A provider can be perfectly good at sending invoices to your customers and still not be registered to do the IRAS leg. Ask that question first, in writing.
Which access point should a Singapore SME actually choose?
Shortlist three, not ten, and score them on six things:
- IRAS-registered for InvoiceNow transmission, not just IMDA-accredited for Peppol. Non-negotiable.
- A real connector to your existing accounting system — Xero, QuickBooks, Autocount, A2000, Microsoft Dynamics, whatever you are on. A real connector means invoices flow from your ledger automatically. A CSV upload screen is not a connector; it is manual work in a nicer wrapper.
- Inbound handling, not just outbound. Many SMEs set up sending and forget receiving. When a customer starts billing you over InvoiceNow, where does that document land, and does it reach your payables process?
- Transparent pricing. Get the annual platform fee, the per-document fee, the onboarding fee and the cost of any custom mapping as four separate numbers. Then model them against your actual monthly invoice volume, not a sales deck's assumed volume.
- Support in Singapore hours by someone who will look at a rejected document with you. Peppol rejections are technical and unhelpful on first reading.
- Exit terms. You are registering a Peppol ID against your UEN. Confirm in writing that you can migrate that registration to another provider and that your historical documents are exportable.
Before you sign, check whether the solution appears on the current pre-approved list for the Productivity Solutions Grant, and check what digitalisation support windows are open at the time you commit. Funding schemes and bonuses in this space are time-bound and change, so verify the position on the day rather than relying on an article or a vendor's older slide.
What must change in your system before you connect?
An access point transmits what your ledger gives it. If your ledger is messy, you have simply automated the mess. Fix these first, in this order:
- Customer master data. Every B2B customer needs a correct, verified UEN. Duplicate records, trading names in the legal-name field and a blank UEN column are the three most common causes of failed delivery.
- Your own Peppol identity. Singapore entities are generally identified on the network by their UEN. Register, then confirm your entry is actually visible in the public SG Peppol directory. If you cannot be found, no one can send to you.
- Mandatory field discipline. Structured invoices are strict where PDFs are forgiving. Tax codes, currency, unit of measure, line descriptions and payment terms must be populated consistently. Decide now where GST treatment is set — in the item master, not typed per invoice.
- Credit notes and amendments. Work out how your system issues a credit note over the network before you need one urgently at month-end.
- One owner. Name the person responsible for the e-invoicing channel, and name their backup. This is the point at which most SMEs quietly make the finance manager a single point of failure.
How do you get suppliers and customers onto e-invoicing without a fight?
You do not need everyone. You need your top counterparties by document volume. Pull a twelve-month list of customers and suppliers ranked by invoice count — not by dollar value — and work the top twenty. Those twenty usually account for most of the manual keying in your finance function, and converting them is where the time saving actually appears.
Write one short email template that gives your trading partner three things: your UEN as your Peppol ID, the date from which you can send and receive, and a named person to contact. Do not explain Peppol. Large customers are already on it and will simply confirm. Smaller suppliers will not be, and the honest answer there is that you keep accepting PDFs from them for now while the network reaches them.
What does a realistic 90-day plan look like?
Weeks 1–2: shortlist and select the access point; confirm IRAS transmission and your accounting connector in writing. Weeks 3–6: customer and supplier master data cleanup, UEN verification, item and tax code tidy-up. Weeks 7–8: connect, register your Peppol ID, verify directory visibility, and send test documents to a friendly customer in both directions. Weeks 9–10: run your first live month in parallel — e-invoice and existing process together — and reconcile the differences. Weeks 11–12: write the one-page internal procedure, train the second person, and switch the top twenty counterparties over.
Done this way, the mandate becomes an administrative date rather than an event. Done in the final fortnight, it becomes your finance team's worst month of the year.
Frequently asked questions
Is InvoiceNow mandatory for my business right now?
The phases announced so far attach the GST InvoiceNow requirement to newly incorporated and newly registering GST businesses, with voluntary early adoption available to others. IRAS has signalled progressive extension to the remaining GST-registered population, with dates to be announced. Check your own segment's position on the IRAS site rather than assuming — and treat the absence of a date for your segment as time to prepare in, not a reason to skip it.
Can I just keep emailing PDF invoices to customers who prefer them?
Yes, for those customers. The two channels coexist. What you cannot do is keep PDF as your only channel once your segment is in scope, because the obligation is to transmit structured invoice data, and a PDF attachment is not structured data no matter how neat it looks.
Do I need to change my accounting software to adopt InvoiceNow?
Usually not. Most mainstream systems used by Singapore SMEs can reach the network through an access point connector or an add-on module. Replace your accounting system only if you were already planning to — bundling a platform migration into a compliance deadline is how three-month projects turn into nine-month ones.
