Which Digitalisation Grant Should Your Singapore SME Use in 2027?

Which Digitalisation Grant Should Your Singapore SME Use in 2027?

If you are budgeting digitalisation spend for 2027, start from this: no single grant covers the whole project. The Productivity Solutions Grant (PSG) funds part of a pre-approved software or equipment purchase. The Enterprise Development Grant (EDG) funds part of a consultancy-led project that changes how the business runs. The SkillsFuture side — the SkillsFuture Enterprise Credit and the Workforce Development Grant for job redesign — funds the people half: retraining staff and reshaping the roles the software just changed. Most SMEs need two of the three for one project. And the expensive mistake is almost never picking the wrong scheme. It is signing the vendor quote, or paying a deposit, before the application goes in — which disqualifies the spend no matter how eligible the solution was.

Which grant covers which kind of 2027 spend?

Sort your 2027 shopping list into three buckets before you look at any funding portal.

Support levels, caps and the pre-approved solution list all move from year to year, and the Workforce Development Grant is recent enough that its scope is still being clarified. Treat any percentage you read in a blog post — including this one — as indicative, and confirm the current figure on the Business Grants Portal, GoBusiness and the SkillsFuture SG site before you commit a number to your budget.

Why does the order of operations matter more than the funding rate?

Owners spend hours comparing support percentages and then lose the funding on a technicality. The two that catch SMEs most often:

  1. Commitment before application. Grant schemes fund prospective spend. If you have already signed the contract, paid a deposit, or let the vendor start work, the project is generally no longer eligible. Vendors who know the grant process will tell you this. Vendors who want the sale this quarter sometimes do not.
  2. Claims, not approvals, release money. Approval is not payment. You pay the vendor in full, then submit a claim with invoices, proof of payment and evidence of deployment. If your filing is loose — no signed quote, payment made from a personal account, no record the thing was actually implemented — the claim stalls months after the cash has left.

Practical consequence: the grant application is the first step of the procurement, not a step you bolt on once you have chosen a vendor and agreed a start date.

What makes a digitalisation grant application fail?

Beyond the timing trap, the recurring causes are mundane:

How do you sequence funding across one project?

Take a realistic 2027 example: a 14-person distributor that must send e-invoices, currently keys everything into spreadsheets, and has a bookkeeper who is the single point of failure for the whole order-to-cash cycle.

  1. Fix the data first, unfunded. Customer and item master cleanup is unglamorous and nobody funds it, but every automation built on dirty data fails in production. Budget your own time and money here.
  2. Apply for the product purchase — the invoicing or accounting solution — through PSG, before signing anything.
  3. Apply separately for the people change. Retraining the bookkeeper into an exceptions-and-controls role, and documenting the redesigned job, goes on the SkillsFuture side. It is a different application, different evidence, and usually a different internal owner.
  4. Keep the project consultancy, if any, as its own scope. Do not bundle advisory work into a software quote and hope one claim covers both. Mixed invoices are a common reason claims get queried.

Two applications and one unfunded cleanup phase is a normal shape for a real project. One application that pretends to cover everything is a fiction that falls apart at claim stage.

What should you do in the next 30 days?

With compliance deadlines landing on 1 January 2027, the queue for both vendors and grant processing gets longer from here. This month: list the 2027 spend you already know is coming and tag each line as product, project or people. Confirm your Corppass roles work and that at least two people hold them. Check whether the solutions you are already leaning toward are pre-approved. Then verify the current support levels on the official portals and put the funded and unfunded portions into your 2027 budget as separate lines, because they are.

And tell your vendors, in writing, that no contract is signed and no deposit is paid until the application is in. That one sentence protects more funding than any amount of scheme comparison.

FAQ

Can I apply for a grant after I have already bought the software?
Generally no. Funding schemes support prospective spend, so a signed contract, a paid deposit or work already started will usually disqualify the project. If you have already committed, assume the spend is self-funded and plan the next phase properly rather than trying to retrofit an application.

Do grants cover ongoing subscription fees?
Often only for a limited initial period rather than indefinitely, and the specifics vary by scheme and solution. Budget on the assumption that recurring licence costs become a permanent operating expense once any funded period ends — that is the line SMEs most frequently underestimate.

Should I use a grant consultant?
For a straightforward purchase from a pre-approved list, usually not — the application is manageable in-house. For a larger project-based application with a proposal and defined outcomes, help can be worth it. Be wary of anyone whose fee is a percentage of the grant, or who promises approval; nobody can.

Scheme details, support levels and eligibility criteria change. Confirm current terms on the Business Grants Portal, GoBusiness and SkillsFuture SG before committing spend.
